구현 주석

Every Toss error code the library has a classification for — the keys of the internal code table, frozen, in table order. classifyTossErrorCode(code) returns a non-UNKNOWN category exactly for these codes.

Exposed so that derived tables (e.g. OUTCOME_QUERY_FIRST_ERROR_CODES) and consumer audits can be checked against the single source instead of a hand-copied list — adding a code to the table is then a visible, testable event.
